That second link should be www.ratemyhagwon.com. Another site for a blacklist of hagwons is http://blacklist.tokyojon.com/

You can also review a hagwon here if you add it to the directory. I'll eventually be adding educational institutions to the directory in mass, but in the meantime if you want to know about a specific school, you can just add it manually to the directory.
